A.TR Certificate of Circulation

It is a document issued within the framework of the Decision on the Principles Regarding the Implementation of the Customs Union established between Turkey and the European Community (Decision of the Council of Ministers No. 2006/10895).           “Goods in Free Circulation” in the definition of the A.TR Circulation Document refers to goods that have been obtained entirely in Turkey or the Community or that originate wholly or partially in third countries and whose import procedures have been completed in Turkey or the Community, the necessary customs duties, co-effective taxes and duties have been collected, and these taxes and duties have not benefited from a full or partial refund. It is issued for the export of goods in free circulation to the European Union member countries listed above, except for the List of Agricultural Products and the European Coal and Steel Community Product List.

 

After the exporter members or their legal representatives authorized to sign customs declarations have filled in the A.TR Movement Documents in accordance with the rules written on the back page of this document, the approval procedures are carried out by the Foreign Trade Implementation Unit of our Chamber by adding all the information and documents certifying that the export goods are in free circulation in Turkey.
